Taiwan just inked a deal with a small U.S. defense firm. The partnership targets a new class of modular underwater vehicles. And the timing could not be more pointed.
Less than two weeks ago, Taiwan’s National Chung-Shan Institute of Science and Technology signed a memorandum of understanding with Vatn Systems. The Rhode Island-based startup specializes in low-cost, attritable autonomous underwater vehicles. Under the agreement the two sides will explore artificial intelligence-enabled command-and-control systems, field Vatn’s Skelmir S12 platform, and build local supply-chain and maintenance capacity in Taiwan. Details remain sparse. No price tag. No firm order numbers. Yet the move fits a clear pattern. Taipei wants cheap, mass-producible systems that can flood the Taiwan Strait in a crisis. Expensive manned submarines or large traditional UUVs won’t scale fast enough. Smaller modular platforms might.
The S12 Platform
Vatn designed the S12 as a 12.75-inch diameter vehicle. It fits standard torpedo tubes. The company says it can switch roles quickly. One configuration acts as a sensor platform for maritime surveillance. Another carries a payload for strike or electronic warfare. Range exceeds 200 nautical miles in some modes. Modularity sits at the heart of the pitch. Operators can reconfigure sensor and effector payloads in under a minute. Production capacity forms another selling point. Vatn opened a new factory in Bristol, Rhode Island, last year. The facility carries a stated annual output potential of more than 2,000 units across its product lines. That figure dwarfs traditional defense contractors’ rates for similar vehicles. Whether Taiwan will tap that capacity or seed its own assembly line remains an open question. The MOU explicitly calls for establishing a Taiwan-based supply chain. Local maintenance could reduce dependence on trans-Pacific logistics during blockade scenarios.
But. Cost matters most. Traditional heavyweight UUV programs run tens of millions per unit. Vatn markets the S12 at a fraction of those prices. The company has already sold its first production run to undisclosed government customers with deliveries slated for 2025. Early military exercises validated the platform. Scale, not exquisite performance, defines the approach.
Taiwan’s own efforts provide context. The island has poured resources into indigenous programs. The Huilong project produced a 30-meter, 100-ton prototype. NCSIST also works with Anduril Industries on the Dive-LD vehicle, which can operate at extreme depths for days. Those systems emphasize survivability and endurance. The S12 emphasizes numbers and expendability. Different tools for different phases of conflict.
Analysts see the Vatn deal as part of a broader “hellscape” concept. Swarm large numbers of cheap unmanned systems across the Strait. Deny Chinese surface ships safe passage. Complicate any amphibious landing. The idea draws lessons from Ukraine’s use of cheap drones against a larger navy. Beijing has taken notice of unmanned trends. Chinese researchers have published openly on ways to target undersea cables that carry the vast majority of global data traffic. Taiwan’s critical infrastructure sits exposed. Small AUVs could patrol cable routes, detect intruders, or deliver sensors for persistent monitoring. The same vehicles might lay mines or act as decoys.
Command and control will decide success. The MOU highlights AI-enabled systems. Vatn brings software for GPS-denied navigation, collaborative autonomy, and multi-sensor fusion. Taiwan’s defense scientists gain experience integrating those tools with local networks. Over time the partnership could spawn Taiwan-specific variants tuned to the Strait’s unique acoustics and bathymetry.
So far financial terms stay hidden. Neither government has disclosed funding levels or procurement targets. That opacity is typical for early-stage defense cooperation. Yet the speed of announcement signals urgency. Chinese military exercises around Taiwan have grown more frequent and complex. Any capability that can be fielded in volume within two to three years carries outsized value.
Vatn is not working alone with Taiwan. The firm also partnered with South Korea’s Hanwha Group to develop low-cost underwater drones for the U.S. Navy. Those talks began after Hanwha invested in Vatn’s funding round. The pattern repeats. American startups supply intellectual property and systems integration. Asian manufacturing partners provide scale and supply-chain resilience free of Chinese components. U.S. lawmakers have praised the model as a “democratic” alternative to Beijing-dominated critical supply chains.
Challenges remain. Underwater autonomy in contested littoral zones is hard. Acoustic conditions change rapidly. Communication is limited. Battery life constrains range and speed trade-offs. The S12 must prove it can operate reliably in the hands of Taiwanese operators after minimal training. Integration with existing command networks will take time.
Still, the direction is set. Taiwan no longer bets solely on a few high-end platforms. It now pursues a mixed fleet. A handful of advanced manned and unmanned systems for specialized missions. Hundreds or thousands of cheaper modular vehicles for the opening days of any conflict. The Vatn MOU marks one concrete step down that road.
Industry watchers expect more announcements soon. Other U.S. firms in the unmanned underwater space have held quiet talks with Taiwanese officials. The island’s defense budget continues to rise. Political consensus in Taipei supports asymmetric investments that raise the cost of invasion. Washington encourages such moves as part of integrated deterrence.
The S12 itself may never fire a shot in anger. Its real impact could come from forcing Chinese planners to account for thousands of possible underwater contacts. That uncertainty alone buys time. In a potential Taiwan contingency, time might prove the most precious commodity of all.
